MEDICAID & CHIP

Medicaid healthcare helps individuals and families receive access to quality health care.

What Is Medicaid & Children’s Health Insurance Program (CHIP)?

Medicaid is a federal and state program that provides health coverage for millions of Americans, including eligible children, pregnant women, older adults, people with disabilities and individuals with low-income. In Texas, all CHIP services and most Medicaid services are delivered through managed care health plans under contract with the state.

Financial eligibility for Medicaid and CHIP is primarily based on how an applicant’s household income compares to the U.S. Department of Health and Human Services’ definition of the federal poverty level (FPL). The FPL is updated yearly.

Federal law requires financial eligibility for most Medicaid and CHIP applicants be determined using Modified Adjusted Gross Income (MAGI) methodologies. MAGI uses federal income tax rules to decide if an applicant qualifies based on how they plan to file their taxes and their countable income. Applicants do not have to file federal income taxes to apply or to be determined eligible for Medicaid.

Most Medicaid clients are children. To qualify for Children’s Medicaid, a child must be age 18 or younger. Newborns (under 12 months) born to mothers getting Medicaid at the time of delivery are automatically eligible for Children’s Medicaid and remain eligible through the month of their first birthday.

CHIP covers children who do not qualify for Medicaid based on household income but do not have other health insurance. To qualify for CHIP, a child must be: • Age 18 or younger. • Uninsured for at least 90 days or have a “good cause” exemption. • Living in a household with an income at or below 201 percent of the FPL.
